SUMA bandh rescheduled

ITANAGAR, Oct 11: Students Union Movement of Arunachal Pradesh (SUMA) has deferred its proposed 24-hour Capital Bandh on October 16 by one day to October 17 showing respect for the religious occasion of Id-ul Zuha, according to a SUMA release.

SUMA  said that it held a joint meeting at Harmuti Assam on October 8 with Assam Jatiyabadi Yuba Chatra Parisadh (AJYCP), All Assam Gorkha Student Union (AAGSU), and All Assam Student Adibasi Association (AASAA) to discuss about the prevailing Naga People’s Front (NPF) issue in Itanagar. Reiterating the age-old cordial relationship between Arunachal and Assam, both SUMA and Assam based associations in the meeting have expressed their readiness to extend full cooperation to each other at the time of need, the release said.

SUMA claimed that some organizations of Arunachal Pradesh have also expressed their full support to the proposed bandh call, including Youth Organization Movement of Arunachal Pradesh.

 

Forum demands compensation

ITANAGAR, Oct 11:  Claiming many youths underwent medical treatment after deadly clash with CRPF personnel on Oct 5 incident at Seppa, All East Kameng Youth Forum today demanded compensation for the youths who were allegedly beaten up by personnel. Forum also demanded compensation for the person who lost his shop during the clash. Further it condemned the security forces for indiscriminate lathi charge and blank firing which resulted bullet injury to one labourer.

 

‘Living Durga’ tableau

ITANAGAR, Oct  11: The local Raj Yoga Centers of Prajapita Brahma Kumaris Ishwariya Vishwa Vidyalaya will celebrate the auspicious occasion of Durga Puja as “Dussehra: Vijaya Dashami – the Festival of Victory of Good over Evil” – a common festival of all religions for religious harmony in a befitting manner in and around Capital Complex, including Itanagar, Naharlagun, Nirjuli, Doimukh and Banderdewa. On the occasion, the PBKs are organizing a Living Durga tableau, exhibition etc at Mopin-Solung Ground, Zero Point here from Oct 11 to 13. This programme will be followed by a three days’ healing crusade cum Raj Yoga meditation camp from Oct 14 in Brahma Kumaris Centers at Bank Tinali (Itanagar) and Banderdewa.

 

Forum expresses resentment

ITANAGAR, Oct 11: Damin Paniasang BADP Road Construction Contractors’ Forum (DPBADPRCF) has expressed resentment over the reported filing of PIL on BADP scheme in the Guwahati High court.

Claiming that the  following the PIL filed by an individual, the Court has passed injunction not to release the payment to the contractors of the Damin to Paniasang BADP road schemes 2011-12, the Forum said.  “The PIL has badly affected the entire common people of the areas. The BADP scheme in question has directly or indirectly involves more than five thousand people including contractors, subcontractors and labourers.” Even some of the contractors have invested their money acquired by personal loan with 10 per cent interest per month in this work, it  said.

 

APSLSA and bank personnel meet held

ITANAGAR, Oct 11: The Arunachal Pradesh State Legal Service Authority has conducted a meeting with representatives of various nationalized banks and insurance companies in the state capital yesterday.

The meeting presided over by Budi Habung, member secretary, Arunachal Pradesh State Legal Services Authority cum District and Session Judge, Yupia was participated by Dani Belo, OSD, Under Secretary, Law  and  Judicial, Dr. Olik Taring Administrator Apex Bank  and representatives of various Nationalized Banks and Insurance Companies.

Addressing the  gathering Budi Habung highlighted the importance of the meeting and the duties of the banks and insurance companies for early disposal of all pending cases in the various courts as directed by the National Legal Services Authority. The Member Secretary further informed all the participants about the steps taken by this Authority. The meeting ended with the resolution that all the banks and Insurance companies would initiate necessary actions to comply with the directions of the National Legal Services Authority and the Arunachal Pradesh State Legal Services Authority in this regards.

 

Jivan Suraksha BM arrested

ITANAGAR, Oct 11: In a major breakthrough City Police has arrested one self-styled Regional Manager of Itanagar branch of fake company namely Jivan Suraksha Consultants and Rural Estates Development Ltd. Later, the company was re-named as Sri Sri Higher Purchase and Finance Ltd, according to a release issued by Capital SP.

The accused Bipul Borah,  43 was arrested by a police team led by Sub-Inspector Afa Phassang, Constabled Tana Tadap, T. Giba, T. Abing and Constable W. Wangsu from Moigaon Village under Nowboicha Police Outpost of Lakhimpur District, Assam after conducting a raid yesterday in connection with Itanagar Police Station Case no 244/2012 U/S 406/409/420/34 IPC.

According to police, the accused and his accomplices collected huge amount to the tune of Rs. 3,22,06,493 from customers through agents with a promise to return the amount after maturity with interest. Later they absconded  with collected money. After hard struggle and constant efforts by the Investigating Officer SI Afa Phassang under the supervision of OC PS Itanagar Inspector Tabi Bage one of the main accused has been arrested. The Managing Director and Director of the said company are still evading police arrest,  the  release said adding all out efforts are being made to nab the remaining accused.

 

HBC and ZCC&I clarify

ITANAGAR, Oct 11: While referring to the news items about unfortunate incidence at Hapoli Centre Point DTP shop on September 11 published by Hapoli Computer Commercial Association (HCCA), the Green Ziro Society (GZS), General Medical Colony Welfare Association (GMCWA) and Medical Line Self Help Group (MLSHG) on 29th September 2013 issue of this daily,  the Hapoli Bazar Committee (HBC) and Ziro Chamber of Commerce & Industry (ZCC&I) in a joint press release today clarified that parties i.e DTP Shop owner and other party who were alleged to be involve in scrapple had amicably settled the matter on very same day with the knowledge of Ziro Police station, as such, no any case in regards to said incident was registered in the Ziro Police station.

Neither HBC nor ZCC&I have received any written complaint from aggrieved party regarding the said incidence. When the matter has already resolved amicably between the parties, the question of interfering by the third party (HBC or ZCC&I or any other party) does not arise, the release said.

“Therefore it is to HCCA, GZS, GMCWA and MLSHG that look before publishing such unauthenticated news item in media and tender apology for the same,”  the   HBC and ZCCI said  adding “otherwise we may be compelled to file defamation suit against you.”

 

World Mental Health Day

ITANAGAR, Oct 11: Under the aegis of State Mental Health authority, the department of Psychiatry observed the World Mental Health Day with the theme ‘Mental health in older adults” at the seminar hall of Arunachal state hospital yesterday. The function was attended by doctors, nursing staff, few NGOs, teachers and students of various schools. In his keynote address Dr. Haniya Payee, Sr. Neuro Psychiatrist cum State Nodal Officer (Mental Health) dwelt on the emotional problems of the elderly citizen, management of mental health problems in the elderly people.Dr N A N Ete, Sr Psychiatrist, Arunachal state hospital addressed on the stigma and discrimination being faced by the people who are suffering from mental illness.  

Dr. K Nishing dwelt at length on various aspects of mental illness and gave a call to every one to come forward and fight stigma and discrimination against mental illness. The function witnessed students of various schools actively taking part in literary activities organized on the occasion, later they were awarded with mementoes and certificates.

 

Durga Puja begins

ROING, Oct 11: People from all walks of life and different communities came together on Thursday to offer prayers during the inauguration of 3-day Durga puja celebration at Shiv Mandir here.

The puja organized under the banner of Sarbajanin Durga Puja Committee also saw leaders from different political parties come together under one platform.

The inaugural event was graced by Rajya Sabha Member of Parliament Mukut Mithi, Roing MLA Laeta Umbrey, Zilla Chairperson Sipi Elapra, former Zilla Chairperson Chiliko Meto including the Deputy Superintendent of Police Hailyang.

Adding colour to the festivity, a music album by local artiste Yona Mele was released by Ms Elapra. The album sponsored by Mithi has a collection of Hindi, Nepali and Adi songs.

According to Mele, the album titled ‘Koshis’, which in Hindi means ‘effort’ is a small step towards showcasing the rich cultural diversity of a small town like Roing. All the songs in the album is composed and written by Mele.

The puja began with chanting of mantras by priests and offerings by Sarbajanin Durga Puja Celebration Committee Chief Patron Mithi and patron Elapra. It was followed by presentation of ‘Assamese Gamocha’ as memento to all the guests by the puja committee.

The cultural event began with singing of Ganesh Vandana by local artistes. Various cultural items by school children also marked the event. The puja was held amid tight security by police personnel.

BJP, orgs ask Govt to take up Visa issue with China

NEW DELHI / ITANAGAR, Oct 11: Against the backdrop of two archers from Arunachal Pradesh being issued stapled visas by China, BJP today urged the government to take up the issue with Beijing and also requested PresidentPranab Mukherjee to initiate appropriate steps in this regard.

In a letter to Mukherjee, BJP Arunachal Pradesh chief Tai Tagak expressed serious concern over China issuing stapled visas to people from his state since 2011. This has denied Arunachalees the opportunity to attend any important international events in China.

"The worst affected are the upcoming young sportspersons, who - for no fault of theirs - are discriminated. This is a gross discouragement to our young talents," he said.

Two archers from Arunachal Pradesh - Mihu Maselo and Yumi Sorang - who were part of the 24-member squad were given stapled visas to participate in Youth World Archery Championship at Wuxi in China.

"Despite repeated representations to the government and the assurance of (then) Chinese Primier Wen Jiabao to look into the stapled visa issue, the harassment meted out is a clear sign that the Centre has not done enough to get justice for the Arunachalees. At the same time there is increased activity and intrusion by the Chinese army," Tagak said.

He said this reflects lack of sensitivity and seriousness on the part of the government in resolving the matter. He warned that this situation may strengthen Chinese intentions and their claims over the state.

"Therefore, sir, the state BJP urges the Government of India to take up the issue with its Chinese counterpart to end this visa imbroglio once and for all and deliver justice to the people of Arunachal Pradesh," Tagak said, adding that the party anticipates prompt initiation from Mukherjee on the issue.

In another memorandum to AAI National President VK Mahotra, BJP urged him to take up the issue with the Central Govt. to provide valid visa or allow them to visit China with the stapled visa so that they can participate in the event.

Expressing serious concern over contentious issue of China issuing stapled visa to residents of Arunachal Pradesh, former Member of Parliament and Archery Association of India Vice president Kiren Rijiju today demanded the Prime Minister of India to make Stapled Visa issue as a pre-condition to his forthcoming visit to China and summit level talks with that country.

Accusing the Centre of not taking any fruitful step to permanently solve the vexed issue, the AAI vice president regretted that neither the PMO nor MEA did respond positively to the repeated pleas of AAI.

“India should boycott any sporting event that is held in China to show solidarity with the people of Arunachal until China stops issuing Stapled Visa to people of Arunachal Pradesh,” Rijiju demanded.

Two young archers from Arunachal Pradesh heading to China for Youth World Archery were prevented from boarding the China bound flight at Indira Gandhi International Airport in New Delhi yesterday night as they were given stapled visas issued on separate papers.

“India also should adopt ‘tit for tat’ strategy by issuing stapled visas to people visiting India from Tibet, Xinjiang, Gansu and Qinhai,” Rijiju opined.

Arunachal Citizen’s Right (ACR) urged the state government to convene an all party meeting at the earliest and take up the issue with Government of India and Chinese Embassy to solve it once and for all. Condemning the Chinese Embassy in New Delhi for issuing stapled visas to two young and promising woman archers from Arunachal Pradesh thereby depriving them from participating in the World Archery Championship, ACR flayed Government of India for not being able to resolve the long-pending issue.

“Such step-motherly attitude from GOI will not only discourage the budding sportspersons in the state but also create a sense of alienation to the younger generations,” the ACR release said.

ACR has also appealed to the people of Arunachal not to participate in the upcoming Parliamentary Elections until the stapled visa is fully resolved.    

The People’s Party of Arunachal (PPA) criticized the Congress led UPA Government at Centre and Arunachal Pradesh Government for ‘lack of clear cut policy on Arunachal Pradesh and China as well.

“The repeated incidents (of issuing stapled visas to residents of Arunachal Pradesh) by the Chinese authority itself explains the lack of a clear cut policy on Arunachal Pradesh and toward China by the Congress led UPA Government at Centre and Arunachal Pradesh Government,” PPA opined in a release.

“As long as there is step motherly treatment by the Central Government to Arunachal Pradesh such confusing treatment to residents of Arunachal Pradesh by the Chinese authority will be continued which is very unfortunate for the Arunachalee people,” PPA said in a release.

“The Government of India should make assertive policies in form of building infrastructures in the State to show the world that Arunachal Pradesh is integral part of India.”

 

 

CM meets archers, condemns granting of stapled Chinese Visa

NEW DELH, Oct 11: Chief Minister Nabam Tuki today met archers Yumi Sorang and Maselo Mihu at his office in Arunachal Bhawan here and assured all support to them. The two young lady archers of Arunachal Pradesh were on their way to participate in the World Archery Championships in Wuxi in China but were not allowed to board their scheduled flight yesterday evening.  

Tuki while urging them not to get demoralized, informed that he has been talking to various authorities on the issue and will try to resolve the same to avoid such situations in the future.

He has strongly condemned the issue and took up the matter with the Union Ministry of External Affairs and sought their immediate intervention to facilitate the travel of the talented archers of the state to participate in the World Championships. He spoke to the Joint Secretary of MEA Gautam Bambawale who is in charge of Indo-China affairs and sought his intervention for issuance of regular visa to enable the players to participate in the championship.

“We strongly object to the grant of stapled visas to two talented sportswomen who were on their way to represent the country. This is a sad day for the youth of the state in particular and of the country as a whole who in spite of having so much talent are being deprived due to issuance of stapled visa. I will take up the matter at the highest levels and will appeal to the Prime Minister’s Office to take steps for early resolution of this stapled visa issue which is hampering the scope of Arunachalee people,” emotionally charged Tuki said.  

Tuki also lamented that the Archery Association of India (AAI) should have taken earlier precautions to ensure that regular visas were granted to the two Arunachalee players. He said the State Government was not informed in advance about the grant of stapled visas which could have been avoided if the AAI and the state association had been alert about such a possibility.

The CM has deputed Chief Resident Commissioner Avinash Mishra and Political Secretary to CM Bamang Tago to sort out the issue jointly with the Archery Association of India.

 

 

Governor appeals people to shoulder responsibility

ITANAGAR, Oct 11: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma on his maiden visit to the district headquarter Aalo and Menchuka subdivision called upon the people to think what they can do for the nation. He appealed to the people to shoulder responsibilities in the development of the state and to think in long term.

Governor advised them to be the facilitator of development projects, such as road, airport and hydropower. To achieve the larger goal of Development all of us must realize that we have to forgo small ones and with good roads and airports, it will not only bring economic growth but also benefit the future generation too.

Addressing a public meeting at Aalo, Governor, who is on a two-day tour to West Siang district advised the senior citizens and general public to provide proper guidance and direction to the younger generations and youth.

Appreciating role of Ramakrishna Mission School, Aalo, Governor stressed upon strengthening those educational institutions, which has produced brilliant officers, doctors, engineers who are today contributing towards the development of the State. Governor also called for further strengthening the spirit of secularism, which is a unique feature of the State.  Sharing his experiences, Governor said that Arunachal Pradesh is Switzerland of India. He urged upon the people to come forward in harnessing the tourism potential of the State but at the same time conserve the gift of Nature.

Speaking on the occasion, Tamiyo Taga, MLA, former minister Doi Ado and senior citizen Tumpak Ete appealed the Governor for good roads, a Science College at Aalo, upgradation of educational institutions and hospital and telecommunication.

Addressing at Mechuka, Governor said that the people of the border areas are the sentinel of the country. State government is doing whatever is possible and will continue till development reaches their doorsteps.

On behalf of the local people, Local MLA Passang Dorjee Sona, Parliamentary Secretary Tourism expressed gratefulness to the Governor for his concern and said that people look forward for his guidance and help in the future.

Work for real development in grassroot level: Siram

PASIGHAT, Oct 11: Service to the public and development of society should be the prime goal, said Education Minister Bosiram Siram yesterday. He was addressing a Coordination cum review meeting of  all heads of office, municipal councillors, ZPMs and other PRI members. The meeting was presided over by DC Nidhi Srivastava.

Highlighting the Govt schemes and  projects being implemented for the welfare of the people, Siram  said the  Govt functionaries have to work with missionary zeal  and  vigor  for effective implementation and to bring practical benefits in the grassroots level.  “They should create a people friendly atmosphere and function with full transparency so that people develop confidence in them,” said the Minister.

He wanted that various flagship programs as well as the schemes and projects of the state be implemented with utmost sincerity and dedication. “The government officers should always be punctual and ready to help the public so that their grievances are readdressed in time,” he said.

While informing the sports policy of the government, Siram said that this will help to channelize the young talents so that they can go for alternate professions.

Reiterating the importance of Hydro Power projects in the state, the minister said this will generate huge revenue and help in industrialization development and tourism, which will help to check unemployment and to solve the power shortage once for all.

The Minister informed that for immediate relief of the power crisis in Pasighat, an alternative line from Assam has been constructed and agreement with Assam Power Distribution Corporation signed on Oct 9.  The minister also hoped uninterrupted power supply will be provided within a day or two. Hence he urged the DC to help the power department to keep the areas in the right of way clear so there is no disturbance to the power lines. He also instructed the Hydro Power Department to rectify/renovate Sille, Rina and Yembung hydels so that they can be utilized as substitutes. (Meanwhile sources from Pasighat informed that a day after the minister’s disclosure uninterrupted power supply being supplied from the alternative line from Assam)

Siram also highlighted the various innovative policies for improving the education scenario in the state. For Pasighat in particular he informed that proposal for solar park is also on the pipeline. Foundation stone for Central Agriculture College will be laid shortly at G.T.C. for which sessions have already started, added the minister. The government is emphasizing on producing technically qualified persons in the state, hence various technical institutions are being opened. To meet up the shortage of teachers, recruitments are going on, informed Siram. Now it is mandatory to pass professional qualification to be recruited as teachers. He also wanted that construction works of AYUSH building be speeded up for early completion.

Education, Health and road communications are the priority sectors of the government. The government has approved for twenty crores for Poglek and Tolon Korong bridges, one crore each for sanitation and development of amusement park and ten crores for construction of stadium is being provided by the government, the minister informed the house. The minister also instructed the PHE department to keep contingency arrangement to face the lean periods. He sought constructive and positive suggestion and assured full support for any kind good work.

Denong Tamuk Chief Councillor while emphasizing the preservation of wildlife requested the DC to ban hunting in and around the D Ering wildlife of the sanctuary and Sirki area.

Kaling Dai ZPC wanted that the works within district to be allotted to the local contractors as many of those who have come from outside have left many unfinished works. He also wanted that the government schools should raise their standard so that the students are qualified to face the competitive world.

Councilors and ZPMs wanted more coordination and interactions so that the planning process is streamlined and schemes are implemented more effectively. They also wanted improvement in power supply.

Puspendra Kumar S P briefed about the over all view of the law and order scenario. Installation Solar Lights would greatly help the functioning of CCTVs, he opined. All the HoOs highlighted the projects and schemes implemented by them and other problems of their departments. DIPRO

 

 

IUI laboratory fertility clinic installed at Heema Hospital

ITANAGAR, Oct 11: Health and Family Welfare Minister Atum Welly today inaugurated IUI laboratory fertility clinic and Eye Care Centre at Heema Hospital, Itanagar amidst huge gathering.

While, lauding the CMD of Heema Hospital for establishment of another two new sections in the hospital premises, Welly expressed his desire to introduce IUI laboratory fertility clinic in government Hospitals in the state.

He said “Due to infertility, numerous people are opt for polygamy in our state but with opening of this fertility laboratory for the first time the state will definitely reduce double marriage activities of the people.”

He also expressed hope that the Hospital will maintain the same tempo and extend more and more services to the people.

Heema Hospital, CMD Dr. Byabang Rana briefed about the working of Heema Hospital. He informed that within the span of six and half years, the hospital has provided qualitative and effective services to the people. The hospital has also conducted numbers of free medical camps in various parts of the state particularly in rural areas.

He further informed that the hospital management section is planning to extend the structure of the hospital to provide more and better medical services and facilities to the people.

Earlier, Dr Salim Ahmed briefed about Intra-uterine insemination (IUI).

He said that this artificial insemination is the process of preparing and delivering a highly concentrated amount of active, motile sperm directly through the cervix into the uterus.

He informed that this procedure is the commonly used low-tech and cost-effective way to enhance fertility.

While expressing his happiness on installation of IUI in the hospital, he said “earlier people from the state go to other parts of the country for such treatment incurring heavy amount of money, but with the installation of fertility clinic in Heema hospital, it will definitely provide services to the people with low expenditure in compare to other state.

Dr Kesang informed that installation of IUI in the hospital was successful due to tireless efforts of Dr S Ahmed. It’s a good news that our people can avail such facilities within the state.

Nyishi remember Heri Tai

ITANAGAR, Oct 11: With somber mood hundreds of people of Nyishi community thronged at Indira Gandhi Park Gate D Sector and paid floral tribute to Heri Tai in his second death anniversary here today. Late Heri Tai, whom the community declared as martyr, laid his life for the sake of community at GNRC Hospital Guwahati, Assam on this fateful day after he was sustained bullet injury during the protest against Pradeep Thakur ToI remarks on community.  

Led by Nyishi Elite Society (NES) various Nyishi community based organizations such as All Nyishi Students Union (ANSU), All Nyishi Youth Association (ANYA), Nyishi Service Engineers Forum (NSEF), Nyishi Agri-Allied Extension Society (NAAES) and Nyishi Nyem Acham (NNA) and senior members of the community and family members of late Tai joined in observing 2nd death anniversary. They observed two minutes silence for eternal peace of the departed soul.

Paying floral tribute to late Tai, NES President Bengia Tolum exhorted that contribution of late Heri Tai for the community will never be forgotten rather it will continuously lives on. NES president also called upon the community to render selfless service to the community, the state and the nation without any expectation in return. He also urged each member of the Nyishi community to carry forward the silver jubilee slogan of the NES -‘Towards Pan Arunachal Approach’, at all levels on a mission mode. He also informed that NES is holding a joint meeting with five senior members each including the President & General Secretaries all the apex community based organizations (CBOs) of the state on Oct 19 to discuss  on the inter-state dispute among other issues of common interest. Earlier NES general secretary Tarh Tabin highlighted the programe. The programe was coordinated by NES publicity secretary Bengia Amit.

On the sideline of 2nd death anniversary of late Heri Tai, ANSU President Sikka Gapak requested the state government for early renovation of existing public toilet facilities at Banderdewa check gate.  Gapak also appealed to the government to set up high mast tower, speed breaker for convenience of visiting tourists and public beside to monitor law and order and traffic congestion.

 

 

Shelve Siang Upper Stage-ll HEP, demands SIFF

ITANAGAR, Oct 11: Siang Indigenous Farmer Forum (SIFF) urged the Governor of Arunachal Pradesh to impress upon  both Union and state Governments   to withdraw the Memorandum of Agreement (MoA) signed in between Govt of Arunachal Pradesh and NEEPCO Ltd. for execution of Siang Upper Stage-ll HEP (3750 MW) on Siang River in Arunachal Pradesh and shelve the project for ever.

While strongly opposing the MoA signed on May 28, 2013 for execution of the hydel project, SIFF on behalf of the people of Siang valley, in a memorandum to the Governor said that the dam, if constructed, will devastate human live and bio-diversity of the Siang valley submerging a large area of tribal settlements, forest and agriculture lands.

“Dramatic changes in water flow over seasons will threaten the food security of tribal communities. Thousands of people will lose their homes, their livelihoods, and their lives,” the memorandum said.

“We depend on our land, forest and rivers for our livelihood. We need our land in order to survive and, having lived here for centuries; we not only have a deep spiritual link to it but also sustain and develop a vibrant but delicate ecosystem,” the memorandum said. The seasonal floods in Siang River are important for the fishes and fertility of our soil. Regulated outlet of water from dams will adversely affect our ecosystem, it observed.

“It is appalling that in our state all our small and big rivers are proposed to be dammed simultaneously. What is perplexing is when our electricity needs can be met conveniently and sufficiently from small and medium Hydro Electricity Projects, why our people friendly government is enthusiastic in constructing plethora of big Dams?”

“The unbridled pursuit of monetary profit by the power developer at enormous environmental, social and human cost will inevitably lead to the growing alienation and deprivation of our people in our own land,” the memorandum observed.

The memorandum claimed that the implementing agencies, without the prior consent of the affected peoples, have breached obligations to respect and protect the constitutional right of Adi people of Siang valley. The Govt of India has passed legislation, Forest Right Act 2006' wherein tribal people are given Right to use forest and forest products. Construction of Mega Dam over Siang River is a clear violation of this legislation as thousand and thousand hectors of fertile agriculture land and forest will be submerged.

“No consent and no interaction of any kind with project affected people happened prior to signing of MoA with the power developer,” the memorandum claimed.

“Equally disturbing is that how come the Govt of India even thinks of building mega dams in region that is very prone to earthquakes. In fact the two biggest earthquakes of the last century have occurred in the region.”

“The proponents and builders of large dams have historically failed to recognize the myriad ways in which the tribal peoples use their environment and how they depend on it for everything.

Most of our land, forest and water are community owned which is utilized by our community in various ways. Mega Dam proponents have little idea or ignore how tribal's use land, forest and water, including hunting and gathering territory, so they don't know how much will be destroyed.”

“In fact we cannot be resettled on comparable land since no comparable land shall be available if the three Mega Dam are constructed on Siang River, viz, Lower Siang HEP (2700 MW), Upper Siang stage-ll HEP (3750 MW), Upper Siang stag-1 HEP (6000 MW).

“Therefore, we are of the view that no amount of compensation or mitigation measures can replace our ancestral land. The anti-dam movement of Bakun Dam, Sarawak rightly said that," Even if we were paid millions of dollars, this money cannot guarantee our survival, money can be printed, but land cannot be created,” the memorandum said.

“It is our humble prayer that the authorities concerned immediately stop its inhumane activities and allows our peopled to live peacefully co-exist with our land, forests, and rivers. The State as well as non-state actors ought to be known that our land, rivers and forest are the backbone of our existence and survival. Our citizenship and democratic rights are integrally embedded with our land, forest and rivers must be safeguarded and protected for all time to come.”

 

 

International Day of Girls’ Child celebrated

ITANAGAR, Oct 11: District ICDS Cell, Papum Pare in collaboration with the Urban ICDS Project, Itanagar celebrated “International Day for Girls’ Child” on the theme, “Innovating for Girls’ Education” today.

Highlighting the aims and objectives of International Day of the Girls’ Child, SC Tok, CDPO, Urban ICDS Project Itanagar  said that the observation supports more opportunity for girls and increases awareness of inequality faced by girls worldwide based upon their gender.

This inequality includes areas such as access to education, nutrition, legal rights, medical care, and protection from discrimination, violence and child marriage, he said adding that various provisions/Acts have been enacted by the Govt. which women folk should avail and protect themselves from any kind of atrocities/abuse.

Tok also asked all the women present to disseminate the message to the other women folk as much as possible.

Speaking as guest speaker, Dr. Tasso Kampu, Deputy Director, Dept. of Health Services, narrated the various problems/obstacles that girls child had to face to go to school during early 70s without proper transportation, lighting system, clothing etc. Today, the situation has improved enough as compared to those days, he said and advised the girl child to study and work hard to become successful in life.  

Talking about gender discrimination, Dr. Kampu said that the girl child is not even safe in her mother’s womb. Hence, the young generation, especially the AGs should be very conscious and serious about the matter, he said.

Dani Yami, Deputy Director, District ICDS Cell, Yupia dwelt in details about various activities of the ICDS, including the Rajiv Gandhi Scheme for Empowerment of Adolescent Girls(RGSEAG)-SABLA, and Indira Gandhi Matritva Sahyog Yajana(IGMSY) and asked all to avail the facility through ICDS Projects.

Over 100 women, including Anganwadi workers, helpers and adolescent girls (AGs), officials from district ICDS Cell and Urban ICDS Project, Itanagar attended the celebration.

 

 

APWWS Foundation Day celebrated

NAHARLAGUN, Oct 11: The 34th Foundation Day of Arunachal Pradesh Women Welfare Society (APWWS) was celebrated in various parts of the state in a befitting manner yesterday.

At Imdad Bhawan, Naharlagun, the Day was celebrated with participation of life members, former  executive members, founder members and present central executive committee members of the  APWWS.

Speaking on the occasion, APWWS president Gumri Ringu appealed the younger generation not to forget the   dedicated service made by the former senior members of the organization for the social cause and its reformation. She urged the gathering to follow the foot prints of the senior members  to fight against all from social evils prevalent in the society.

Earlier APWWS General Secretary Samnem Lego  presented the  annual report -2013 of the organsiation.

The former founder President Dhisi Mihu Malo, Spokesperson Jarjum Ete, Chief Advisor Tader Yader, Radhilu Chai Techi, GS APWWS Naharlagun  Branch, Yapi Kulo, founder Secretary APWWS, Jaya Joram Chief Advisor Yachuli Branch, Bengia Deepti  GS APWWS  and Tasar Jumshi also participated in the day long discussion to deal with  various upcoming  challenges and future strategies to strengthen the organization.

The Day was also celebrated by APWWS Ziro unit in a meaningful way at Circuit House, Hapoli  yesterday. Despite busy schedule a good number of women participated in the programme. Ziro unit vice-president Hage Yaku in her address briefed on the activities  of the organization since its inception in Ziro.  Later, the member present  held discussion on various issues relating to upliftment of women folk, drugs, safety of women.

 

 

AGSU, GPF demand immediate arrest of accused Prof

ITANAGAR, Oct 11: All Galo Students’ Union (AGSU) has demanded Police to immediately arrest the absconding Professor accused of molesting three research scholars of Rajiv Gandhi University, Doimukh.

An AGSU team accompanied by the General Secretary of Donyi Polo College, Kamki today visited RGU and interacted with the students’ leaders of the university to have a factual report on the incident.

The team along with Galo students of RGU went to Doimukh Police Station, met Deputy SP Keni Bagra and urged him for immediate arrest of the culprit and award him exemplary punishment as per law.

According to AGSU release, the Deputy SP has assured for expediting the case and arresting the culprit at he earliest.

GPF president Nyadar Loya also vehemently condemned the incident and urged Doimukh police to immediately arrest the absconding professor and early conviction of the accused under relevant sections of the law, the release informed.

“It is unbelievable that such kind of shameful incident happened in the highest academic learning institution of state. Such act deserves condemnation from all sections of the society, the General Secretary of DPGC, Kamki, said and demanded immediate removal of the accused professor from his post.

 

 

Centre in-principle approves 200 buses under JNNURM

NEW DELHI, Oct 11: The Union Ministry of Urban Development (UD) has given in-principle approval for allotment of 200 buses under JNNURM to meet the public transportation demands of the urban population of Arunachal Pradesh. This was informed by senior officials of the Ministry at a high level meeting of Chief Minister Nabam Tuki with Minister of Housing and Urban Poverty Alleviation (HUPA) Dr. Girija Vyas, Union Minister of State for Finance J.D Seelam, Secretary HUPA Arun Misra, Joint Secretary UD S.K Lohia, Joint Secretary HUPA Sanjeev Kumar and D.S Negi PS to Minister HUPA at New Delhi.

In the extensive meeting to review the HUPA and UD projects in the state, the Minister HUPA also gave in-principle approval to increase the allocation of the Rajiv Awaas Yojana (RAY) scheme for the state upon the request of the Chief Minister, who apprised the steps being taken by the State Government to improve the notified urban areas of the state.

While outlining the importance of planned development in the urban areas of the state, Tuki explained the need for boosting urban infrastructure in the state and sought the centre’s support for projects based on sewerage and waste management, drainage systems, housing amenities and other utilities.

The Chief Minister who is reviewing the Central Government Schemes of all the states in the national capital over the past week was accompanied by Minister of FCS Kamlung Mossang, Secretary Planning Sonam Chombay, Political Secretary to CM Bamang Tago among others.

He also held a separate discussion with MOS Finance J.D Seelam and sought his intervention for expediting the pending TFC grants for various development projects in the state.

Baseless allegation

Dear Editor,

Please allow a space in your most respected Readers Forum to place my opinion on the Tezu incident that occurred on 27th September, 2013 involving student union leaders and allegation and counter-allegation that followed suit.

The allegation leveled against present Tezu MLA is totally baseless and there’s no iota of truth in it. I was one of the eye witnesses to that unfortunate incident as I was there at Tezu for some personal work. Actually, there was an in-fighting among the executive members of All Mishmi Students Union (AMSU) as the groups wanted to conduct the next AMSU election at their preferred venues. The misunderstanding that ensued snowballed into a major crisis resulting violence and damages of properties. The conflict was purely among the student leaders but the name of the Tezu MLA was unnecessarily dragged into it by some vested interest group for their own benefit. Tezu MLA is known as one of the most sincere and dedicated legislatures of our state. He is respected and loved not only by all tribes of Arunachal Pradesh but even non-APST revere him for his down-to-earth approach and all-encompassing welfare activities.

Therefore, I would like to appeal the people in question to not to tarnish the hard-earned image of such a sincere leader like the Tezu.

Directors should be made secretary

Dear Editor,

I on behalf of the people of Arunachal Pradesh would like to request that Director of Education Department should be promoted to the post of Secretary/Commissioner Education for smooth functioning of the department. These directors are well experience apart from academic and professional qualification. They knows the problem  of the Principal/Headmaster/Senior and junior teacher/Assistant Teacher etc and they have the quality to deal with the officers hailing from  different tribes of Arunachal Pradesh also.

Since there is a separate Director of Elementary Education, all related file like SSA and others, may be handed over to the director elementary education immediately for smooth functioning of the elementary education. Moreover, there are many Principal/Headmaster/senior and junior teacher, who has been promoted are having fake professional qualification. Therefore, their original certificate may be verified up to the university level from which they claimed to have passed.

Stapled visa issue should be resolved at the earliest

Dear Editor,

Through your esteemed daily would like to seek attention of state  and  central govts to find out permanent solution regarding stapled visa issue.

This is not the first time that Chinese Govt. has issued stapled visa to the people of Arunachal Pradesh. There have been many such incidents in the past too. If it continues, what will be the future of our youth specially the sportsperson who may have to visit China to take part in various international events? It is very unfortunate that two Arunachalee girls were denied regular visa to take part in Youth World Archery Championship at China. But the big question is why Government of Arunachal Pradesh is not taking up this serious matter with Govt. of India and Chinese embassy? This is the right time for  state govt to pursue this serious matter with the concern authority, so that such type of shameful incident does not reoccur in near future.

Court panel to monitor juvenile homes

Close on the heels of a recent incident in Delhi when inmates of a juvenile home ran amock, vandalised the home and escaped, the Supreme Court said it would monitor homes for delinquents across the country.

A committee under Justice Madan B Lokur has now been set up to monitor conditions of juvenile homes. The committee will make surprise visits and propose correctional measures.

Chief Justice of India, Justice P Sathasivam, has written to the high courts informing them of the proposed panel and asking them to nominate a senior judge to the panel.

Before the incident in the juvinile home in Delhi, 35 young men, all accused of serious charges, even rape and murder had escaped from a Madhya Pradesh juvenile home.

The Supreme Court had recently been deluged with complaints on conditions in juvenile homes. Opinion leaders across the country have also come out to say that the homes do not provide a meaningful rehabilitating environment for reforming minor delinquents.

Incidence of crime involving young people have shown a steep increase in the country. According to records maintained at the National Crime Records Bureau, the last year saw 31,973 crimes by juveniles, up from 27,541 in 2002. The Delhi police alone registered, 1,171 cases against juveniles during the past year and the states of Madhya Pradesh and Maharashtra over four times the Delhi number.
