ITANAGAR, Oct 11: The Arunachal Pradesh State Legal Service Authority has conducted a meeting with representatives of various nationalized banks and insurance companies in the state capital yesterday.
The meeting presided over by Budi Habung, member secretary, Arunachal Pradesh State Legal Services Authority cum District and Session Judge, Yupia was participated by Dani Belo, OSD, Under Secretary, Law and Judicial, Dr. Olik Taring Administrator Apex Bank and representatives of various Nationalized Banks and Insurance Companies.
Addressing the gathering Budi Habung highlighted the importance of the meeting and the duties of the banks and insurance companies for early disposal of all pending cases in the various courts as directed by the National Legal Services Authority. HBC and ZCC&I clarify
ITANAGAR, Oct 11: While referring to the news items about unfortunate incidence at Hapoli Centre Point DTP shop on September 11 published by Hapoli Computer Commercial Association (HCCA), the Green Ziro Society (GZS), General Medical Colony Welfare Association (GMCWA) and Medical Line Self Help Group (MLSHG) on 29th September 2013 issue of this daily, the Hapoli Bazar Committee (HBC) and Ziro Chamber of Commerce & Industry (ZCC&I) in a joint press release today clarified that parties i.e DTP Shop owner and other party who were alleged to be involve in scrapple had amicably settled the matter on very same day with the knowledge of Ziro Police station, as such, no any case in regards to said incident was registered in the Ziro Police station.
Neither HBC nor ZCC&I have received any written complaint from aggrieved party regarding the said incidence. When the matter has already resolved amicably between the parties, the question of interfering by the third party (HBC or ZCC&I or any other party) does not arise, the release said.

World Mental Health Day

Adding colour to the festivity, a music album by local artiste Yona Mele was released by Ms Elapra. The album sponsored by Mithi has a collection of Hindi, Nepali and Adi songs.
According to Mele, the album titled ‘Koshis’, which in Hindi means ‘effort’ is a small step towards showcasing the rich cultural diversity of a small town like Roing. All the songs in the album is composed and written by Mele.
The puja began with chanting of mantras by priests and offerings by Sarbajanin Durga Puja Celebration Committee Chief Patron Mithi and patron Elapra. It was followed by presentation of ‘Assamese Gamocha’ as memento to all the guests by the puja committee.
The cultural event began with singing of Ganesh Vandana by local artistes. Various cultural items by school children also marked the event. The puja was held amid tight security by police personnel.

NEW DELHI / ITANAGAR, Oct 11: Against the backdrop of two archers from Arunachal Pradesh being issued stapled visas by China, BJP today urged the government to take up the issue with Beijing and also requested PresidentPranab Mukherjee to initiate appropriate steps in this regard.
In a letter to Mukherjee, BJP Arunachal Pradesh chief Tai Tagak expressed serious concern over China issuing stapled visas to people from his state since 2011. This has denied Arunachalees the opportunity to attend any important international events in China.

NEW DELH, Oct 11: Chief Minister Nabam Tuki today met archers Yumi Sorang and Maselo Mihu at his office in Arunachal Bhawan here and assured all support to them. Work for real development in grassroot level: Siram
PASIGHAT, Oct 11: Service to the public and development of society should be the prime goal, said Education Minister Bosiram Siram yesterday. He was addressing a Coordination cum review meeting of all heads of office, municipal councillors, ZPMs and other PRI members. The meeting was presided over by DC Nidhi Srivastava.
Highlighting the Govt schemes and projects being implemented for the welfare of the people, Siram said the Govt functionaries have to work with missionary zeal and vigor for effective implementation and to bring practical benefits in the grassroots level. “They should create a people friendly atmosphere and function with full transparency so that people develop confidence in them,” said the Minister.
He wanted that various flagship programs as well as the schemes and projects of the state be implemented with utmost sincerity and dedication. “The government officers should always be punctual and ready to help the public so that their grievances are readdressed in time,” he said.
While informing the sports policy of the government, Siram said that this will help to channelize the young talents so that they can go for alternate professions.
Reiterating the importance of Hydro Power projects in the state, the minister said this will generate huge revenue and help in industrialization development and tourism, which will help to check unemployment and to solve the power shortage once for all.
The Minister informed that for immediate relief of the power crisis in Pasighat, an alternative line from Assam has been constructed and agreement with Assam Power Distribution Corporation signed on Oct 9. The minister also hoped uninterrupted power supply will be provided within a day or two. Hence he urged the DC to help the power department to keep the areas in the right of way clear so there is no disturbance to the power lines. He also instructed the Hydro Power Department to rectify/renovate Sille, Rina and Yembung hydels so that they can be utilized as substitutes. He also wanted that construction works of AYUSH building be speeded up for early completion.
Education, Health and road communications are the priority sectors of the government. The government has approved for twenty crores for Poglek and Tolon Korong bridges, one crore each for sanitation and development of amusement park and ten crores for construction of stadium is being provided by the government, the minister informed the house. The minister also instructed the PHE department to keep contingency arrangement to face the lean periods. ITANAGAR, Oct 11: Health and Family Welfare Minister Atum Welly today inaugurated IUI laboratory fertility clinic and Eye Care Centre at Heema Hospital, Itanagar amidst huge gathering.
While, lauding the CMD of Heema Hospital for establishment of another two new sections in the hospital premises, Welly expressed his desire to introduce IUI laboratory fertility clinic in government Hospitals in the state.

of Agreement (MoA) signed in between Govt of Arunachal Pradesh and NEEPCO Ltd. for
execution of Siang Upper Stage-

project, SIFF on behalf of the people of Siang valley, in a memorandum to the Governor
said that the dam, if constructed, will devastate human live and bio-
“Dramatic changes in water flow over seasons will threaten the food security of tribal communities. Thousands of people will lose their homes, their livelihoods, and their lives,” the memorandum said.
“We depend on our land, forest and rivers for our livelihood. We need our land in order to survive and, having lived here for centuries; we not only have a deep spiritual link to it but also sustain and develop a vibrant but delicate ecosystem,” the memorandum said. The seasonal floods in Siang River are important for the fishes and fertility of our soil. Regulated outlet of water from dams will adversely affect our ecosystem, it observed.
“It is appalling that in our state all our small and big rivers are proposed to be dammed simultaneously. What is perplexing is when our electricity needs can be met conveniently and sufficiently from small and medium Hydro Electricity Projects, why our people friendly government is enthusiastic in constructing plethora of big Dams?”
“The unbridled pursuit of monetary profit by the power developer at enormous environmental, social and human cost will inevitably lead to the growing alienation and deprivation of our people in our own land,” the memorandum observed.
The memorandum claimed that the implementing agencies, without the prior consent of the affected peoples, have breached obligations to respect and protect the constitutional right of Adi people of Siang valley. The Govt of India has passed legislation, Forest Right Act 2006' wherein tribal people are given Right to use forest and forest products. Construction of Mega Dam over Siang River is a clear violation of this legislation as thousand and thousand hectors of fertile agriculture land and forest will be submerged.
“No consent and no interaction of any kind with project affected people happened prior to signing of MoA with the power developer,” the memorandum claimed.
“Equally disturbing is that how come the Govt of India even thinks of building mega dams in region that is very prone to earthquakes. In fact the two biggest earthquakes of the last century have occurred in the region.”
“The proponents and builders of large dams have historically failed to recognize the myriad ways in which the tribal peoples use their environment and how they depend on it for everything.
Most of our land, forest and water are community owned which is utilized by our community in various ways. Mega Dam proponents have little idea or ignore how tribal's use land, forest and water, including hunting and gathering territory, so they don't know how much will be destroyed.”
“In fact we cannot be resettled on comparable land since no comparable land shall
be available if the three Mega Dam are constructed on Siang River, viz, Lower Siang

Speaking as guest speaker, Dr. Tasso Kampu, Deputy Director, Dept. of Health Services, narrated the various problems/obstacles that girls child had to face to go to school during early 70s without proper transportation, lighting system, clothing etc. Today, the situation has improved enough as compared to those days, he said and advised the girl child to study and work hard to become successful in life.
Talking about gender discrimination, Dr. Kampu said that the girl child is not even safe in her mother’s womb. Hence, the young generation, especially the AGs should be very conscious and serious about the matter, he said.

APWWS Foundation Day celebrated
NAHARLAGUN, Oct 11: The 34th Foundation Day of Arunachal Pradesh Women Welfare Society (APWWS) was celebrated in various parts of the state in a befitting manner yesterday.
At Imdad Bhawan, Naharlagun, the Day was celebrated with participation of life members, former executive members, founder members and present central executive committee members of the APWWS.
Speaking on the occasion, APWWS president Gumri Ringu appealed the younger generation not to forget the dedicated service made by the former senior members of the organization for the social cause and its reformation. AGSU, GPF demand immediate arrest of accused Prof
ITANAGAR, Oct 11: All Galo Students’ Union (AGSU) has demanded Police to immediately arrest the absconding Professor accused of molesting three research scholars of Rajiv Gandhi University, Doimukh.
An AGSU team accompanied by the General Secretary of Donyi Polo College, Kamki today visited RGU and interacted with the students’ leaders of the university to have a factual report on the incident.
The team along with Galo students of RGU went to Doimukh Police Station, met Deputy SP Keni Bagra and urged him for immediate arrest of the culprit and award him exemplary punishment as per law.
According to AGSU release, the Deputy SP has assured for expediting the case and arresting the culprit at he earliest.
GPF president Nyadar Loya also vehemently condemned the incident and urged Doimukh police to immediately arrest the absconding professor and early conviction of the accused under relevant sections of the law, the release informed.
“It is unbelievable that such kind of shameful incident happened in the highest academic learning institution of state. Such act deserves condemnation from all sections of the society, the General Secretary of DPGC, Kamki, said and demanded immediate removal of the accused professor from his post.

Directors should be made secretary
Dear Editor,
I on behalf of the people of Arunachal Pradesh would like to request that Director of Education Department should be promoted to the post of Secretary/Commissioner Education for smooth functioning of the department. These directors are well experience apart from academic and professional qualification. They knows the problem of the Principal/Headmaster/Senior and junior teacher/Assistant Teacher etc and they have the quality to deal with the officers hailing from different tribes of Arunachal Pradesh also.
Since there is a separate Director of Elementary Education, all related file like SSA and others, may be handed over to the director elementary education immediately for smooth functioning of the elementary education. Moreover, there are many Principal/Headmaster/senior and junior teacher, who has been promoted are having fake professional qualification. Therefore, their original certificate may be verified up to the university level from which they claimed to have passed.

Stapled visa issue should be resolved at the earliest
Dear Editor,
Through your esteemed daily would like to seek attention of state and central govts to find out permanent solution regarding stapled visa issue.
This is not the first time that Chinese Govt. has issued stapled visa to the people of Arunachal Pradesh. There have been many such incidents in the past too. If it continues, what will be the future of our youth specially the sportsperson who may have to visit China to take part in various international events? It is very unfortunate that two Arunachalee girls were denied regular visa to take part in Youth World Archery Championship at China. But the big question is why Government of Arunachal Pradesh is not taking up this serious matter with Govt. of India and Chinese embassy? This is the right time for state govt to pursue this serious matter with the concern authority, so that such type of shameful incident does not reoccur in near future.

Court panel to monitor juvenile homes
Close on the heels of a recent incident in Delhi when inmates of a juvenile home ran amock, vandalised the home and escaped, the Supreme Court said it would monitor homes for delinquents across the country.
A committee under Justice Madan B Lokur has now been set up to monitor conditions of juvenile homes. The committee will make surprise visits and propose correctional measures.
Chief Justice of India, Justice P Sathasivam, has written to the high courts informing them of the proposed panel and asking them to nominate a senior judge to the panel.
Before the incident in the juvinile home in Delhi, 35 young men, all accused of serious charges, even rape and murder had escaped from a Madhya Pradesh juvenile home.
The Supreme Court had recently been deluged with complaints on conditions in juvenile homes. Opinion leaders across the country have also come out to say that the homes do not provide a meaningful rehabilitating environment for reforming minor delinquents.
Incidence of crime involving young people have shown a steep increase in the country. According to records maintained at the National Crime Records Bureau, the last year saw 31,973 crimes by juveniles, up from 27,541 in 2002. The Delhi police alone registered, 1,171 cases against juveniles during the past year and the states of Madhya Pradesh and Maharashtra over four times the Delhi number.
